To answer this question you will need to define ‘anarchy’ and explain why it might be thought to stand in the way of cooperation. In doing this, realist arguments may be particularly relevant. You should consider one or more alternative theory. Liberalism and constructivism provide clear responses to this question though you may draw on any of the theories considered on the course. It will help you build a persuasive argument in support of your thesis to critically assess the claims of different positions with reference to relevant empirical examples.
