Unit VIII Scholarly Activity
For your final assignment, you will critically synthesize the concepts learned in this course as you share your own analysis
of response and recovery as functional activities in the emergency management cycle.
You must include an analysis of both response and recovery. You are free to analyze each independently or craft your
analysis from a compare and contrast perspective. You must use at least one, but no more than two recent major, federally
declared disasters (2018 or later) to reference in illustrating and supporting your analysis. You may not reuse the disaster on
which you based your Unit V Assignment. 

At a minimum, you must address the following in your paper. 
1. Analyze the foundational elements of recovery and response. 
2. Evaluate the systems and plans in place for response and recovery utilizing locally sourced resources and plans.
 3. Address the integration of core capabilities identified in the National Response Framework and the National Disaster
Recovery Framework (NDRF) to assist in response and recovery. 
4. Determine the benefits of collaborative processes in response and recovery. 
5. Summarize the need to integrate the whole community in executing response or recovery activities. 
6. Suggest best practices to reach vulnerable populations.
Identify other challenges and vulnerabilities that can significantly impact response and recovery. 
7. Which of the core capabilities identified in the NDRF do you believe are the most important to prioritize? Would this
change depending on the type or location of the disaster? 
What challenges would a community face in recovery if they
do not possess those priority capabilities? 
While you are free to develop your analysis as you wish, possible perspectives to consider implementing in your analysis
are: 
A. How does a community plan for recovery following a disaster? 
B. Why should the government sector work with the private sector, nonprofit organizations, and citizens to develop and
execute the plan? 
C. What budget expenditures in planning activities support the core capabilities in the recovery? 
You must demonstrate your own critical thinking by analyzing response and recovery as functional activities in the
emergency management cycle. You are not analyzing the two disasters you have chosen, but merely using them as
examples to illustrate or support your analysis.
Your paper must be a minimum of three, but no more than four pages. You must use at least three resources other than the
course eTextbook to support your analysis.
One resource must come from the CSU Online Library. Other resources may
be a community or state emergency operations plan, government agency products or other resources that are reputable
and of scholarly value. Wikis, blogs, and other opinion-based sources may not be used.
All sources used must have APA-formatted citations and references. The reference page and a title page (if used) do not
