In this paper, I want you to make an argument about the role of government in your view and whether state
and federal government acted appropriately. There are at least 3 specific areas I want you to focus on
(broken out in bullet point below)
● ROLE OF GOVERNMENT: What role, if any, should the federal government play in responding to the
coronavirus pandemic? Why?
● SEPARATION OF POWERS: Under the scenario(s) you describe, what are the specific responsibilities and
roles that the 3 distinct branches of government and the bureaucracy should have played in this public
health emergency?
● FEDERALISM: What is the breakdown, if any, in how the federal and state governments split or share
duties in responding to the pandemic? Why?
