As we learn in the course, the function of personnel administration represents an area of concern that public managers<\/span>
are continuously addressing, particularly in terms of building human capital through effective leadership, planning,<\/span>
retaining talent, and implementing a results-oriented culture. For this assignment, students will conduct a literature<\/span>
review of recent journal articles (the past 10 or so years) which address the primary challenges in human capital that the<\/span>
public sector is confronting. Your review should identify themes relating to the topic, and flow smoothly from these<\/span>
themes, drawing in ideas from articles in a coherent fashion. Remember, you want to focus upon public sector and not<\/span>
private sector topics. Some themes you may want to explore (you may also identify others in your review) in the<\/span>
literature are: How can public sector managers lead the development of human capital and build a capable workforce<\/span>
that is able to address complex policy issues? How can long-term human capital planning help address issues in<\/span>
turnover and inadequate skill development in order to retain talented individuals in government? How can performance<\/span>
information and data be used to improve agency outcomes and enhance communication? What role does flexibility play<\/span>
