With a topic like this, the devil is in the details.  I think you need to compress the argument about overdevelopment (not cut it, but trim it) and get right to the issue of impact fees.  I also think you need to discuss the downside of those fees.  And I am not entirely clear about the sequence that leads from impact fees to more greenspace if the underlying problem is overdevelopment.
