In recent years, its aviation industry has been a<br \/>\nmajor contributor to this growth, with the UAE&#8217;s airports handling over 21<br \/>\nmillion passengers in 2019 alone. The country is actively targeting further<br \/>\ndevelopment of its aviation sector and is looking to move beyond just buying<br \/>\naircraft parts to becoming a manufacturer of them (Hayward, 2022). This project<br \/>\nproposal will address the need for initial airworthiness requirements in the<br \/>\nUAE and how they can be developed to ensure safe and premium quality aircraft.<br \/>\nThe document will discuss the current state of aviation safety regulations in<br \/>\nthe country, outline how these regulations must be adapted to adhere to<br \/>\ninternational standards, and propose a framework that could be used to develop<br \/>\nnecessary airworthiness requirements.&nbsp;<\/span><span style=\"cursor: auto; color: inherit;\"><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0cm 18pt; line-height: 115%; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">Developing local airworthiness<br \/>\nrequirements would benefit consumers by ensuring safer aircraft and positioning<br \/>\nthe UAE as an attractive destination for manufacturers looking to set up<br \/>\noperations (Silling, 2019). Companies such as Strata, ADASI, Calidus, and EDGE<br \/>\nhave already established themselves in the region. They have successfully<br \/>\ncreated innovative products, including Qarmoosha, B-250, and aircraft parts for<br \/>\nBoeing and Airbus (Woo et al., 2021). The UAE must ensure that its products are<br \/>\nsafe and of good quality to remain a viable option for these companies.&nbsp;<\/span><span style=\"cursor: auto; color: inherit;\"><\/span><\/p>\n<p style=\"margin: 0cm 0cm 0cm 18pt; line-height: 115%; cursor: auto; color: inherit;\"><span style=\"cursor: auto; color: inherit;\">The UAE should consider forming the<br \/>\nInternational Aviation Safety Regulation Agency (IASRA), which would act as an<br \/>\nindependent body responsible for creating, monitoring, and enforcing<br \/>\nairworthiness requirements (Lee, 2021). It could incorporate data from other<br \/>\nglobal regulatory bodies to keep abreast of international standards while<br \/>\nintroducing regulations tailored to the country&#8217;s needs. Currently,<br \/>\nmanufactured aviation products are developed based on EASA, FAA, and JARUS<br \/>\nrequirements, but this could present a conflict in the future if regulations<br \/>\nvary from body to body (Woodrow, 2020). This paper argues that the UAE must<br \/>\ndevelop its initial airworthiness requirements to protect consumers, prevent<br \/>\nfuture conflicts, and capitalize on potential opportunities presented by<br \/>\nmanufacturers looking to set up shops in the country. Developing an airworthiness system involves<br \/>\nresearching existing standards, collecting data related to aviation safety, and<br \/>\nincorporating local cultural needs (Sampigethaya &amp; Poovendran, 2018). Any airworthiness<br \/>\nsystem&#8217;s primary focus should be minimizing aircraft accidents by ensuring all<br \/>\ncomponents are safe. This includes assessing manufacturing processes and<br \/>\ndesigning more efficient maintenance programs (S. Syam &amp; Raj, 2020). For a<br \/>\nquality assurance system to be effective, it must include input from experts in<br \/>\nthe field and individuals who understand local culture and traditions (Prakash<br \/>\net al., 2018). Systematic approaches to airworthiness should also be employed,<br \/>\nsuch as the risk-based approach, which considers design elements and<br \/>\noperational and environmental conditions (Khan et al., 2020). Developing strong<br \/>\nairworthiness regulations is only one step in making the United Arab Emirates<br \/>\nan aircraft manufacturing hub (Serebryakov et al., 2023). Advanced technologies<br \/>\ncan help streamline processes and create more efficient systems tailored to<br \/>\nlocal needs (Haque et al., 2019). This includes using digital technologies such<br \/>\nas 3D printing and machine learning algorithms to speed production and reduce<br \/>\ncosts while maintaining safety standards (Goonetilleke et al., 2018).
