Propose a policy or project that would help solve the problem you identified in the first paper. Much of the proposal should focus on what you are proposing to do, why you think it is a good solution, and how you plan to implement it.<\/span><\/p>\n


<\/p>\n

An outstanding proposal will do the following: <\/span><\/p>\n


<\/p>\n

1. Summarize the problem identified in the first paper.<\/span><\/p>\n


<\/p>\n

2. Propose a specific solution (e.g. a particular type of a subway system rather than proposing the improvement of transportation)<\/span><\/p>\n


<\/p>\n

3. Bring in theoretical concepts\/frameworks we discussed and read about in class to help formulate the solution (I strongly recommend drawing on relevant readings from class)<\/span><\/p>\n


<\/p>\n

4. The solution should make sense in the historical, social, political context of Doha <\/span><\/p>\n


<\/p>\n

5. You should make the case that this proposal will <\/span><\/p>\n


<\/p>\n

– help promote economic development, defined broadly as the expansion of economic opportunities (not simply as economic growth)<\/span><\/p>\n


<\/p>\n

– be politically feasible (there is a way to buy in the support of key stakeholders)<\/span><\/p>\n


<\/p>\n

– be environmentally sustainable<\/span><\/p>\n
