students will write a draft policy analysis for a final project in this class. Students can<\/span><\/p>\n

select a policy at any level of government and<\/span>any substantive policy of the student\u2019s <\/span><\/div>\n
interest. You will complete a conceptual <\/span>framework paper that combines policy theory,<\/span><\/div>\n
research design and methods, and public <\/span>service perspectives to analyze a real-world<\/span><\/div>\n
policy problem of your choice.<\/span><\/div>\n
<\/p>\n
The conceptual framework will: <\/div>\n
1) describe the policy problem to be studied; <\/div>\n
2) outlinethe policy theory (e.g., one of the theories coved in the W&S text) that may be used to<\/span><\/div>\n
understand and analyze the problem; <\/div>\n
3) discuss a theoretical model of relationshipsamong outcome, policy, and control variables; <\/span><\/div>\n
4) present a schematic or logic model of<\/span>the theoretical relationship; <\/span><\/div>\n
5) state testable hypotheses; <\/span><\/div>\n
6) within reason, describe and <\/span>conduct a quantitative\/qualitative\/mixed-methods <\/span><\/div>\n
analytic approach and data <\/span>equirements that would be needed for evidence-based analysis of the policy problem,<\/span><\/div>\n
7) discuss the findings of such an analysis to the appropriate lay audience (e.g.,<\/div>\n
state legislative committee, non-profit advisory board, local community leaders, etc.).<\/div>\n
Students will also submit a separate, one page, executive memorandum discussing the<\/div>\n
policy analysis and findings to a lay audience.<\/div>\n

With respect to research design\/methods, students must make an effort to produce the<\/div>\n
most complete set of evaluation possible. If a student decided to conduct a case study,<\/div>\n
they need to take a stab at writing a competent case study. If a student wishes to collect<\/div>\n
observational data (e.g., a 50-state analysis of a particular policy), they should attempt<\/div>\n
to collect that data and visualize the data in the report. If a student decides on a design<\/div>\n
that cannot be feasibly run in the semester (e.g., a survey of administrators), they<\/div>\n
should present a draft of the proposed study (e.g., draft survey questions) and then<\/div>\n
must walk through expected implications given various findings.<\/div>\n

At least 50% of<\/span>references must come from academic sources (e.g., university press books or peer-<\/span><\/div>\n
reviewed academic journals). Students must have at least 30 references.<\/div>\n
