Throughout the Soviet era Russian leaders relocated people to new locations, both in an attempt to extend Russian political and economic power and as a means of punishment\u2014as prisoners were dispatched to a series of security sites such as the &#8220;Gulag Archipelago&#8221;. Russian leaders viewed these relocations as part of a broader policy to spread the influence of the political focus Moscow throughout the Soviet Union.
