The Chippewa County Sheriff Department serves the Chippewa Falls, Wisconsin area. This area of\n<\/div>\n
Wisconsin is best known for being the home of Leinenkugel\u2019s brewery. It is also the home of Seymour\n<\/div>\n
Cray the \u201cfather of supercomputing\u201d who created Cray Research. Chippewa Falls is 15 miles from the\n<\/div>\n
annual four-day music festivals Country Fest and Rock Fest. These rock festivals draw in 50,000 fans\n<\/div>\n
each year and are being branded as the nation\u2019s premier outdoor rock venue.\n<\/div>\n
Scenario (Fictitious) – Let\u2019s assume that recently, the local TV station reported that violent crime in\n<\/div>\n
Chippewa County has shot up 224% in the last ten years. Social media sites then cascaded this report to\n<\/div>\n
the citizens of northwestern Wisconsin. The mayor of Chippewa Falls asked the Sheriff to explain what\n<\/div>\n
was going on with crime. Why the big increase? The organizers for the two rock festivals also expressed\n<\/div>\n
alarm that this news would hurt future attendance at the concerts.\n<\/div>\n
Also assume that you are a deputy in this department and you have been asked by the Sheriff to:\n<\/div>\n
1) Identify the reason for the increased crime rate and show real data to explain the issue.\n<\/div>\n

Step 2: Determine the reason for the increased crime rate:\n<\/div>\n
1. After analyzing the information, the TV report was correct. In 2004, there were 17 violent crimes\n<\/div>\n
committed. In 2014, there were 38 violent crimes committed (a 224% increase). The aggravated\n<\/div>\n
assault shot up in 2010, but had been going down. Then there was an uptick in 2014.\n<\/div>\n
2. In December 2011, the UCR Program changed its definition of rape from \u201cForcible Rape\u201d to\n<\/div>\n
“Penetration, no matter how slight, of the vagina or anus with any body part or object, or oral\n<\/div>\n
penetration by a sex organ of another person, without the consent of the victim.” The new\n<\/div>\n
definition of rape is now including more incidents.\n<\/div>\n
3. You will propose that a crime analysis unit be created to address the increasing number of rapes\n<\/div>\n
